The Cumberland Economic Development Corporation, in partnership with the City of Cumberland is announcing the publication of a request for proposal (RFP) for the re-use and redevelopment of a city-owned asset located at 19 Frederick Street. An RFP is an open request for bids to complete a project proposed by the organization who issued it – in this case, the City of Cumberland. The process is meant to open up competition and encourage a variety of alternative proposals that might be considered by the deciding body of officials.
The building at 19 Frederick Street is located in the Central Business Zoning District of Cumberland, Maryland and has been underutilized since 2010. The building consists of approximately 17,000 sq. ft. above grade and is conveniently situated in the heart of downtown Cumberland, across from City Hall. There are approximately 4-6 parking spaces included on the one-third acre site that sits adjacent from a public parking lot. The building is also listed on the National Register of Historic Buildings and qualifies for a number of tax incentives.
The selection process will be graded on a number of criteria and submission requirements. Interested developers shall consider demonstrating the following while preparing their proposal:
Sealed Request for Proposals (RFP’s) addressed to the Mayor and City Council of Cumberland will be received at the City Clerk’s office, 57 N. Liberty Street, Cumberland, Maryland 21502, until but not after 2:00 p.m. local time on Friday, October 29th, 2021. All Proposals must be submitted in duplicate a sealed envelope, plainly marked on the outside as “19 Frederick Street Reuse Proposal.” Proposals will be opened in the Cumberland City Hall Council Chambers on Friday, October 29th, 2021 at 2:30 p.m.

The Mayor and City Council of Cumberland (City) reserve the right to waive any informalities and to reject any or all proposals, and to accept any or all proposals that, within their judgment, is in the best interest of the City, or to re-advertise for new proposals.
