The Cumberland Economic Development Corporation (CEDC) is a registered Maryland non-profit dedicated to fostering economic growth within the City of Cumberland. The CEDC, guided by a board of directors made up of seasoned business leaders and staffed by professionals with considerable expertise, is dedicated to attracting, retaining, and expanding businesses to improve the city's economic landscape.

Jonathan Hutcherson, Chairman
Founder & CEO of Provision IAM
Jonathan Hutcherson is a strategic executive and entrepreneur with over 30 years of experience in building high-performing teams focused on innovation and digital excellence. As the driving force behind Exclamation Labs (now Provision IAM), Jonathan led the company’s growth in digital product development, UX, DevOps, and FinTech security, helping transform online business for top global brands.
In 2022, he rebranded Exclamation Labs to Provision IAM, a company specializing in identity security for financial institutions. Provision’s platform automates identity and access management tasks for community banks and credit unions, improving productivity, security, and compliance.
A lifelong Eagle Scout, Jonathan is deeply committed to service. He serves on several boards, including the Cumberland Economic Development Corporation, the Western Maryland IT Center of Excellence, and UPMC Western Maryland. He lives in Cumberland, Maryland, with his wife, Amy, and their daughters, Grace and Eve. When not working, he enjoys hiking and restoring his old house.

Dustin Freas
Dustin Freas has over 20 years of leadership experience in the healthcare industry and more than five years of expertise in medical cannabis. . At Flagship Rehabilitation, Freas led the acquisition of over 400 employees and successfully implemented innovative recruitment and retention strategies. Collaborating closely with the COO, he oversaw operations and financial performance for 50 facilities, directly managing eight facilities and a team of over 50 employees while maintaining $6 million in annual revenue.
As Managing Partner of Care Ventures, a company specializing in new business development and acquisitions for healthcare facilities.
In the cannabis industry, Freas co-founded Grow West, a family-owned medical cannabis cultivation and dispensary in Cumberland, MD, employing over 80 people. As CEO of Good Harvest Investments, an equity group focused on cannabis and ancillary medical markets, Freas has led licensing efforts in five states, capital raises, mergers, and acquisitions while contributing to opioid replacement legislation in Maryland and West Virginia. He also serves as an Anchor Investor and General Partner with Merida Capital Partners. Freas’s extensive experience and vision continue to drive advancements in both healthcare and medical cannabis, improving patient care and fostering industry innovation.

Katherine Getty
Director of Business Relationships, First United Bank & Trust
Kathy Getty brings 38 years of banking and financial services expertise to the CEDC, with a career spanning roles such as Market President for Allegany and Garrett Counties in Maryland and Bedford County, Pennsylvania, as well as Regional President, Retail Banking Managing Director, and Vice President of Commercial Banking. Her diverse experience also includes leadership positions in credit review, syndications, loan production, and specialized lending groups.
Ms. Getty holds an MBA from Loyola College and a Bachelor’s in Finance from Georgetown University’s School of Business Administration.
An active community leader, Kathy has served as Campaign Chairman for County United Way, President of the YMCA Heritage Foundation, Chairman of the Cumberland Economic Development Commission, and a member of the Board of Education Curriculum Committee, among others. Her leadership has earned her numerous honors, including Maryland’s Top 100 Women by The Daily Record, the Paul Harris Fellow by the Rotary Club of Cumberland, and Volunteer of the Year by County United Way. Kathy is also a Leadership Maryland graduate and recipient of awards like the Community Caring Award and The Greater Good Award.

David Jones
President, Allegany College of Maryland
David Jones brings nearly 30 years of higher education and partnership-building expertise to the CEDC Board of Directors. As ACM’s former Vice President of Advancement and Community Relations and Executive Director of the Allegany College of Maryland Foundation, he secured over $68 million in grants and raised more than $30 million for the College’s foundations.
Mr. Jones has championed funding for initiatives spanning academics, athletics, campus safety, capital projects, public-private partnerships, and workforce development. His leadership has bolstered programs critical to regional economic growth, including advanced manufacturing, cybersecurity, nursing, and P-TECH.
A committed community volunteer, Mr. Jones serves on the boards of the Rotary Club of Cumberland, the Allegany Museum, and the Frostburg Memorial Park and Cemetery. He has been recognized as a Paul Harris Fellow by the Rotary Club and Kiwanian of the Year by the Kiwanis Club of Cumberland. His volunteer work with the LaVale Lion’s Club and other organizations earned him recognition from Maryland’s Governor’s Office on Service and Volunteerism.
A 2008 Leadership Allegany graduate, Mr. Jones is actively involved with the Allegany County and Bedford County Chambers of Commerce and the Maryland Rural Health Association.
David and his wife, Elaine, a CPA, are proud parents of three adult children and advocates for community and civic responsibility. In his free time, he enjoys tennis, outdoor activities, landscaping, and long walks with Elaine, his wife of 29 years.

Brian Kurtz
Senior Vice President & General Manager, Rocky Gap Casino, Resort, & Golf
BrianHet is the Senior Vice President and General Manager of Rocky Gap Casino, Resort, and Golf with Century Casinos. He oversees operations to ensure team members are equipped to deliver exceptional guest experiences and is dedicated to driving sustainable success for the property and community.
A Maryland native and Allegany County resident, Brian began his career at Rocky Gap in 2003, holding key roles such as Director of Housekeeping, Food and Beverage, and Resort Operations. He later advanced with the property's former owner, Golden Entertainment, moving to Las Vegas in 2018 to serve as Vice President of Food and Beverage at Arizona Charlie’s Casinos before being promoted to Assistant General Manager.
Committed to community involvement, Brian serves on the board of the Cumberland Economic Development Corporation (CEDC) and is set to join the UPMC Western Maryland Board of Directors. Since returning to Allegany County in 2021, Brian and his wife of 23 years, Caren, have enjoyed reconnecting with the community alongside their two rescue dogs. They cherish family visits from their daughters, Hayley and Seairra, and their grandson, Julian.

Michele R. Martz
President, UPMC Western Maryland, Cumberland, MD
Michele Martz has been part of the Maryland healthcare delivery system since 1989 when she began her career in finance at Memorial Hospital and Medical Center in Cumberland. Michele was named Vice President, Financial Services of the Western Maryland Health System in 2002. She moved into operations in 2012, serving as Vice President of Physician Enterprise. In January 2020, Michele was promoted to Chief Financial Officer of UPMC Western Maryland, and in January 2021, Michele was named President of UPMC Western Maryland, a 224-bed acute care facility with $400 million in operating revenues.
Michele has 35 years of healthcare experience and began her career in public accounting at Deloitte LLP in Pittsburgh, PA. She holds a Bachelor’s and Master’s degree in Accounting from West Virginia University. Michele is a Certified Public Accountant and a Fellow in the American College of Healthcare Executives. She has completed training in both the ACHE Senior Executive Program and the Baldrige Executive Fellows Program.
Michele is an active member of her community, serving on a wide variety of community organizations, including the boards of directors at the Maryland Hospital Association, Allegany College of Maryland, the Cumberland Economic Development Corporation, and The Greater Cumberland Committee. She also serves on the national board of the American College of Healthcare Executives.

Raymond Morriss
Mayor of Cumberland
Ray was elected to a four-year term as Mayor of Cumberland in November 2018.
Ray is a fourth generation railroader and after college started his career as a locomotive engineer. In September of 1983 Ray came to live in Cumberland for the first time when he was assigned as an Assistant Terminal Trainmaster. Ray received several promotions that took him away from the area until he returned in 2004.
As the Terminal Superintendent with a $13 million annual budget, Ray was responsible for directing and coordinating all activities of transportation, implementation of key performance improvements, managing payroll, overtime time claims, and administrative functions.
Ray is involved in many community organizations including the Rotary Club, the Western Maryland Scenic Railroad Board of Directors, the Western Maryland Health System Community Advisory Board, and a lifetime member of the Allegany Arts Council.
Ray retired from the railroad after 38 years in 2017. He resides in the city with his wife Brenda and their dog Churchill. He enjoys traveling, reading a good book, and spending time with family and friends.

Nathan Price
Nathan Price, Senior Project Manager, is a lifelong resident of Allegany County, Maryland. He grew up in Cumberland and graduated from Bishop Walsh High School. He received his B.S. degree in Computer Information Systems from Marymount University in Arlington, VA, and his M.B.A. from Frostburg State University.
Nathan held various positions over his 15 years in the banking field, including Branch Manager, Relationship Manager, and Assistant Vice- President, and was the recipient of a number of performance awards and recognitions for outstanding customer service. Nathan is a graduate of the 2017 Leadership Allegany program, as well as the 2019 Leadership Somerset, PA, County program. Nathan has worked for the Allegany County Department of Economic Development since May 2021. He, currently, serves as a board member for the Cumberland Economic Development Corporation, and previously held memberships on the Downtown Development Commission and Rotary Club of Cumberland.

Jeffery Silka
Jeffrey Silka is the City Administrator for the City of Cumberland Jeffery has served as a municipal manager to communities in Pennsylvania and West Virginia.
Jeffery graduated from the University of Pittsburgh at Johnstown with a B.A. in Political Science and Indiana University of Pennsylvania with a M.A in Public Affairs. He is a full member of the International City and County Management Association (ICMA) having received the 25 Year Service Award in September of 2020. Jeffery resides in Cumberland with his wife Carralee and his college age son, Christopher.
